In one of the previous patches I saw that elvish workers knew they wouldn't cut down a forest to make an improvement. I assume this means they know better what improvement would be good for a tile and they build it there. Does this still apply when you have the "workers leave forests" option...

OK, the problem as I see it is when a worker is looking at a forest tile, he thinks building a hamlet there is going to be +1 commerce, -1 hammer, so usually he doesn't bother with it unless he REALLY thinks you need the commerce. But what actually happens is you don't cut down the forest so...
