To clarify my settings: I play "single Player", with all standard settings. The chosen map type is "earth". On multiplayer I default to the "continents" map, since earth does not seem to be available on multi. The map size is "normal".

In my deity games It seems like the AI builds SS parts as soon as they have Apollo Project online. They immediately build thrusters and stasis chambers even though they beg me for the needed tech!
