    Cannot find the error in this XML

    My text is not showing up in game. I cannot seem to find an error in this code. When I remove the part about CSs my text shows up in game. Otherwise it does not. So, it has to be an issue with this xml or my Sovereignties.xml. I need to get this fixed so I can add CSs to my map.
