    As well as reduce production, supply penalty would make more sense if it provided a combat penalty. If you can't properly supply your units, they shouldn't fight as well.

    1) You could argue that they're not as crucial and if you get to upgrade gunners to t4, they'll do as much damage as a t3 artillery against a city anyway. 2) True, but the approach opens up early domination rather well, if not crippling all opponents so that you can progress slowly.

    What game speed? Game in mind that AI on Apollo start with +1 affinity level in each affinity. If it's quick or standard, that's to be expected. If epic or marathon, yeah that's pretty quick for AI.

    Why be "on the fence" when creating a mod? Mods are all about experimentation. You got the idea, implement it, if you succeed, congratulations. If you fail, at least you tried it. Innovators such as yourself embrace failure all the time so there's no need to be "on the fence". :)

    It's true in the sense that AI does not really know how to win an active peaceful victory, namely purity and supremacy victories, with some exceptions to contact victory. Including any bugs and any necessary balance patches, any changes should address AI ability to win these victories.
