Instead of having to wait until I meet each of them so I can establish peace, is there a way to program this into the game so that I begin the game in peace with all Civs.

Someone should make southpark units

Well, is it? I think that would be more challenging than having the same techs being assigned to the same Civs all the time. This is kind of like random personalities (which I love btw). http://forums.civfanatics.com/showthread.php?t=183333
