I'm having the same problem. My usual strategy used to have me swimming in gold. Not anymore. Also, income seems to fluctuate wildly for no reason that I can discern.
I'm doing that right now (partly because my rig can't handle larger maps and partly because I think smaller maps are more fun).

It seems like there's a bug with the Trade Route icon. I had a game recently where I built a road between my capital and my second city, but then when I re-loaded the game to play the icon was gone. But when I mouse over my gold is reads "XX from trade routes". Since I only have the two...
One of my last games blew me away when I finished researching Animal Husbandry and discovered FOUR horse spots within two tiles of my capital. Now why can't I ever get that with a resource I actually use?
Use this to your advantage. I tend to skip building any military units early on. I just save up money until the inevitable "I notice your army's kinda puny"/DoW and buy whatever units you need.
I've only lost once doing this, and that was on Immortal.
So what happens to units trapped that way if you never go to war or sign open borders? Will your culture eventually take the tile? What happens if you culture bomb it? Does the unit then get destroyed? Or just pushed out of your territory?
If it's the AI you're playing against, just declare war, sit back and let him come fight in YOUR territory. Then march on his cities once all his units are gone.
This, I've learned, is crucial and bears repeating: let the enemy come to you. Fight on home territory (the 33% combat bonus from Tradition really helps) and use your city bombardment. Stay off open terrain whenever possible and let the AI throw his units into a meat grinder of your creating...
The first thing I notice there is that you have a nice choke point there. Buy that one tile directly to the west to keep the AI from sprouting cities south of you. That should buy you some breathing room until they can embark (just don't give them Open Borders). Then you can focus on pushing...
Wow, thanks for reminding me of that! I've been leaving those gold sucking barracks in every city after I build them for the HE. I completely forgot you can sell buildings now. DOH!
