It's hard to compare games of different genres. Within the TBS genre, i'd say there's a few games that compete with Civ4:
Master of Magic
Master of Orion 2 (3 was bad)
Heroes of Might and Magic (2 or 3. 4 was pretty bad)
Lords of the Realm 2 (3 was absolutely terrible)

I believe city cize is considered also. Your size 15 city will make a lot more in trade than your size 2 city, even if they are trading with the same foreign cities.
Assuming you start with mining, with some micro, you can usually get the worker to complete at about the same time as bronze working, terrain permitting.
Starting with a scout is so incredible that it makes hunting one of my favorite starting techs (along with mining.) The goodie huts are nice, but scouting out resources is even nicer if you plan on early expansion or warmongering. From my experience, depending on map type, scouts will often find...
The ability to control multiple factors of government in AC is nice, and I think that was a step ahead of Civ 2/3. Civ 4 has a similar setup :) . Psi is an interesting addition too, but the ability to customize units in AC is nice. Civ 4 is probably a better game overall, but AC is nice to fool...
