That's decent weather. Long sleeves and pants will suffice, maybe a jacket. Cold is better than heat, because you can always just bundle up and move around.
Now, our resident Scandinavians will be a bit rougher with you...

Came home from a short vacation to about 9-10 degrees celsius(almost midnight). Walked home in shorts and T-shirt while it was raining. As long as you keep moving it's not too bad.

19 degrees C or F? The latter is pretty cold. The former is perfect shorts and short sleeves weather.
