Not sure if this idea is doable, but I would prefer fewer police/healer units and partially replace them with an adjustable maintenance 'civil works' slider (per city or per empire) that would reduce crime and disease (or perhaps 2 separate sliders) at the cost of
. The ratio of
to improvement would be dependent upon techs and/or buildings. Fewer units = less memory = faster turn times and load times.
