What is the city states story?
 
The Democratic Caliphate which is the EXACT same premise as the city state in this story.
 
Well that is about dead so I change my vote to city states from republic.
 
If you've been in the Group forum for it, you would know it's not dead. It's just slow because some people take a long time to give their orders.
 
The death of Acharya Dhrittiman was kept a secret. Only his top officials and personal attendant knew of it. The public at large knew nothing of what had transpired. In the dead of night a fish wagon was seen coming out of the palace gates. It was an unusual sight to see fish and blocks of ice being transported away from the palace past midnight. To those who saw it, it aroused suspicion. Something was not right....

The next morning it was announced that Acharya Dhrittiman will be in meditation for two weeks. In his stead , his council of ministers would rule Magadh. Two weeks had passed, but the Acharya was not to be seen. Rumours started to trickle out of the Acharya's death, and the enemies of Magadh sensed an opportunity. Chief among them, was the son of Amatya Shishunag.

After the Amatya fled to Tibet to raise an army of rebellion, his family sought refuge in the jungles near the region of Kalinga. A hostile territory populated by forest dwelling tribes who were rumored to be cannibals. The rumors weren't true. The tribes of Kalinga owed a debt to the Amatya for bringing peace between the people of the plains and the people of the forests. In gratitude they protected his family in time of need.

Shishunag's son was raised in this new harsh and hostile dwelling among tribal warriors to become a great fighter. Through the years, he bred an acute hatred for those he deemed responsible for this fate of the family. Then one day, the news came of his father's death, and the defeat of the rebellion. His mother could not take the burden of this grief and fell ill upon hearing this news. In her death bed, she made the young warrior swear an oath of vengeance "You must avenge me son. Swear it on the blood of Shishunag that runs in your veins, that you will not rest till you avenge your father's death, and bring justice to Magadh." "I swear mother, I will avenge my father, and bring righteous wrath upon those who have brought such misery upon Bharata!" "From this day on, I invoke the spirit of my father the noble Amatya Shishunag, and declare myself Shishunag, the second of his name !"

Kalinga developed under the rule of Shishunag II, as a republic. He was elected by the people as its Raja and chosen to lead them ahead. It was his belief, that monarchy and autocracy cannot sustain itself and any kingdom must be ruled on the principles that Buddha had set out. A rule by the people and for the people.

During this time, another kingdom arose from settlers who had migrated from Magadh since the time of Bimbisara. The communities settled around the delta of the grand Narmada river in the South, where fishing was plenty and agriculture prospered. Here was established the kingdom of Avanti. A clan linked with the old Pradyota dynasty took hold of the kingdom and made it their own. From here, they dreamt of retaking Magadh and ruling it, as their ancestors had done more than a century ago. They would establish a hereditary rule under the Pradyota name. "The Pradyota Dynasty shall be glorious once again" declared the king of Avanti.

Beyond the Sindhu river, and beyond the reaches of Gandhara, the Kamboja mercenaries who fought and died for the loyalist cause in Bharata, would set out and settle a city in the image of Bharata itself. The war and the fight had softened the vicious barbarism of the Kambojas. Never again would these people be nomadic warriors. The culture and wealth of Bharata had convinced them, that they must adopt it as their own. A group of Kambojas had been inducted as Kshatriyas by the brahmins of Varanasi, and it is these men who settled the city they called Herat, in the distant West.

In a message to Acharya Dhrittiman, they stated their wish to join the illustrious empire of Magadh as a province. But Dhrittiman was no more. His ministers bogged by the absence of their leader and the dissent brewing in other kingdoms, could not decide on this matter. The message was never replied to.

In the meantime, the armed forces were reforming. After the defeat of the rebellion, Eight thousand mercenaries returned to their homeland leaving the service of Magadh. The main army now was diminished to whatever was the standing army of Bharata. Even so, it was still the third largest in the world.

The army now centered around garrisons of the respective cities from which the troops hailed. The garrison of Takshashila, was now reduced to half its early size after the mutiny. It relied solely on archers defending the borders against barbarians and a possible Persian invasion. The borderlands presented a complicated and confusing picture now more than ever with the presence of Greek infantry. The Oligarchs had cause to be worried should the rule of Magadh fail and stronger armies invade the borderlands.

The armed warrior Naga sanyasis from Varanasi returned to their homeland, but were reluctant to hand over their arms. On paper they pledged their fealty to the throne of Magadh, but the brahmins of Varanasi were rumored to be conspiring. A new form of government was needed, some said, a new government which ensured the adherence to the shastras and to dharma. The brahminical council shall rule over all kings of every kingdom and impose the rule of dharma. This is the only way to curb the rise of Buddhism. The brahmins have already had a taste of battle and felt bold enough to stake their claim to the whole of Bharata.

The loyalist army which was stationed at Indraprasth to keep the peace remained there, with the exception of the mercenary forces and the Naga warriors. It was the largest, most powerful of all the garrisons, and the ideas emerging from the gurukul of the parthenon were beginning to influence them. Indraprasth had been deprived of a king and a royal family after the brutal murder of its last king and his daughter. Its people clamored for independence from the hegemony of Magadh and used this ideal to appeal to other janapadas whose people were wary of Magadh's hegemony. A ruling oligarchy was emerging from the scholars of Indraprasth who sought to organize a republic on the model of Takshashila in Indraprasth, but one which would not answer to any other kingdom nor impose its will on them. The army at Indraprasth seemed to be veering away from the hold of Magadh. Even the 'death batallion' seemed to be wavering.

In the midst of all this, Pataliputra stood alone. Diseases were rife among the people there, from the jungles of the South. Its people had suffered more than any other from tyranny and misrule. Yet, it was the imperial capital of Bharata, and one of the greatest cities on Earth. The Mahabodhi was still a guiding light of spirituality in India. This was the city of the Buddha, of Ajatshatru, Srutunjaya and Bimbisara. Her citizens felt a sense of pride and legacy in having lead Bharata through the ages to this day, when it stands above all other nations. They do not wish for a return to the dark days of tyranny, but neither would they tolerate losing this leadership of Bharata.

This is the present status of the voting. :

With the building of the parthenon new ideologies of government were developed, the old mode of direct rule and tyranny was out with the death of King Udayabhadra. The people of Bharata would now have to decide what future they would prefer. Vote by choosing either

1) Monarchy(Dynasticism) : (2 vote)

Under this system the monarch rules through his ministers. He creates a ministerium with a number of ministers as is needed. These ministers administer the kingdom on behalf the monarch. The ministers make plans and proposals and advises the monarch, but the monarch has final say in whether a proposal be accepted or not, or he may put a proposal to vote by the ministerium. Players over here will act as ministers. If chosen the capital shall remain at Pataliputra.

2) City states : (3 vote)

Under this system, each city becomes a state in its own right but associated with other cities in a confederacy having their own governing systems. The states may secede if the ruler of the city is unhappy with staying in the confederacy. Players get to chose their city and decide how it'll be run on basis of a plan. If chosen the capital shall be transferred to Indraprasth.

3) Theocracy : (1 vote)

The brahminical council will rule in this case seated at Varanasi. The Buddhism would be outlawed and no other religion shall be given any support other than Hinduism. No other religion's buildings would be built and no missionary activity be taken by any other religion. Players would act as members of the Brahminical council. The capital shall be shifted to Varanasi.

4) Autocracy : (3 Votes)

Under this system, the autocrat shall have all sovereign power. Hereditary lineage may or may not be followed. The autocrat can appoint successors as he choses and on his pleasure. He would have ministers to administer day to day affairs and in some exceptional cases call them for advise. But no one but the autocrat has power to make decisions. One of the ministers may be chosen as successors, if the autocrat is happy with him. Players get to be ministers. If chosen, the capital will remain in Pataliputra.

5) Republic : (1 Votes)

Under this system, the whole of India will be governed like Takshashila is governed, by an senate of noblemen who will debate and vote on proposals put forward by senator. The senate shall be headed by a 'raja' who oversees the working of the senate (counting of votes, and veto in case of tie, and calling senate meetings, implementing senate decisions). The raja shall be an elected representative elected by the senators. The Raja serves for life or till the age of 80 years. Players get to act as senators and vote for the proposals forwarded by the raja. If chosen, the capital shall be shifted to Takshashila.


The option with the maximum number of votes will be chosen as the government civic. So chose wisely :)

note : Moai has still not clarified which side he choses between autocracy or republic. Unless he makes it clear, I will make his vote go to whichever choice garners more votes, which at this point is Autocracy. If that happens then Autocracy wins.
 
Also another point of clarification. Since both Monarchy and Autocracy emanate from Pataliputra, the two forces can combine into one force if the sides agree to it. For example : If say Autocracy wins, the Monarchists have a choice of protesting against it or joining it. They do not get the choice of seceding a city.
