As the North Korean people elected Kim Jong as their leader, Kim Jong ordered the settlers move north to found the city of Pyongyang in the fertile north areas of the Korean peninsula. As the council members dictated, Kim Jong ordered the study of Feudalism first. This would only take a measly 387 turns.
The council members of Internal Affairs (Huang Bioang Chon) and Stability (Park Jae-sang) ordered that North Korea would expand. The council member of the military and espionage (Kim Munm-yeong (김문명

) ordered that we build military units, barracks, and courthouses.
Because there was a 2:1 majority, Kim Jong would first train a settler to move south to the lands of South Korea, where there were tales of Koreans who were not as great as the North Koreans. Kim Jong would bring North Korean culture to these lands and found the city of Seoul, when the settler was done training, of course.
Kim Jong, as ordered by the council member of Foreign Affairs, opened borders with China to improve their relations and conduct trade with Chinese caravans and traders to improve the lives of North Korean citizens. Qin Shi Huang, or as the locals called him, 바보 모자 남자 (Silly Hat Man), was still cautious around Kim Jong, but relations were still good.
The cultural reach of Pyongyang had also extended into former Chinese territory, and further south the Korean peninsula. With the expansion of North Korean influence, Kim Jong could order his workers to build more roads and gather more resources. Kim Jong was pleased with the growing of North Korean influence, and it was found out in Pyongyang that the citizens were overjoyed. The citizens were pleased by the military units stationed to protect the city, and just enjoyed life in general.
News was also given to Kim Jong that the workers he had ordered to build roads and a camp to the local deer resources had been completed. Kim Jong ordered that citizens look to the deer for food, and told everyone that venison is much better than eating local plants that may or may not be poisonous. Kim Jong then ordered that the workers go north and build roads and mines to iron resources to the north in the hills.
Local herbalists also noticed that there were some plants in the valleys of southwest Pyongyang could work well with healing the citizens, but they needed to test on human patients to test these ideas. A request was given to Kim Jong to see if these scientists and herbalists could test on North Korean citizens. If they were allowed to do so, they might heavily increase the health of the populace for much time to come, but they might cause fatalities.
Kim Jong considered his options, and allowed these herbalists and scientists to do whatever they needed to do to test these herbs. As it turned out, they had caused fatalities like they had warned, but Pyongyang was sparsely populated in the first place, so there wasn't much of a change. On the other hand, they did make great advancements in health, at the cost of the happiness of some of the citizens. They would get over it in time, though.
The settlers in Pyongyang had finished being trained, and Kim Jong sent them down south to the backwards South Koreans to spread North Korean culture. The city of Seoul was founded, and Kim Jong sent two divisions of archers from Pyongyang down south to protect this new city from any invaders that may attack it. Noticing a large deposit of fish to the sea to the west, Kim Jong ordered that Seoulan builders train a division of commercial fishers to harvest these fish.
To please the council member of the military and espionage, Kim Jong then ordered the building of a courthouse in Pyongyang so that spies could be trained in the city. If spies would be trained, there would be a higher chance of a prodigy rising through the ranks, and there would be more science and espionage in general.
As it had turned out, a man named Pliny from a land far away from North Korea had finished a list of the most cultured civilizations in the world. Kim Jong read the list, and was both ashamed and infuriated that North Korea was not even ON the list.
To make up for this, Kim Jong vowed that he would build a Buddhist Temple to increase culture after the courthouse was finished. Kim Jong wanted North Korea to be the best nation in the world, and it would be hard to do that if we aren't even on a single list!
Emissaries from a land to the south had reached North Korea. These emissaries brought along their leader, Chandragupta Maurya. Chandragupta claimed they came from a land called India, or the Gupta Empire. These people were not as advanced as Korea, which made Kim Jong quite pleased.
These Indians were already quite happy with their acquaintances, and were already willing to open their borders with them to commence trade with North Korean caravans, but Kim Jong took no action. He did not want to do anything that might bite him in his glorious and leading posterior later on.
Kim Jong then asked his council member of Internal and Foreign Affairs whether to open borders with India, or not to.
