First, I must say how I see the "philosophy" of the regions:
Our Empire has goals and needs.
Each city has needs and marked goals.
An Aimag, in itself, has no goals and, as needs, only if you consider workers.

I open this thread with two goals: to provide data about each city and, first
and now, to speak about the "marked goal" of each city, so that You can have your saying, and, so, help me to "guide" the cities.

NE Aimag has four cities: Xanadu, Munich, Cologne and Berlin.

Xanadu: with 8 basic hammers (more 4 from to other tiles) and 37 commerce
(plus 3 cottages) is clearly a commercial city. Needs to grow, some more hammers and to go on with the gold and science multipliers.

Munich: with 11 basic hammers (more 3 hills and 7 forests) is clearly a
production powerhouse, indeed a good partner to Coppertown. Needs food
and grow and military buildings.

Cologne: a small city with 4 pop, it is an hybrid. Needs culture to get radius
and water from 1 tile distant to said radius; so,radius and grow, right now.

Berlin: a great city, excellent food,good commerce,enough hammers, as told
already a very good GPfarm. Needs still more food, grow, multipliers and cap
release buildings.

In Berlin you should make in the next 2 turns 12 Food, without change you get every turn 6 food, good.
But it will be better, you change this turn (because +2 hamer) the irrigate square on 7 for the wine on 22, so you get 16 hamer (with forge and orga = 24) and then both wines back on the irrigate and the 3-Food square on 88.

Perhaps you should also change the building to granary, that is with the growth in 2 turns only 7 food, but it is useful for the growth to pop 12 or more.
 
Also in Cologne (next turn culture =10) 3 turns for granary and then bib.

In Xanadu there is 12 hamer without specialist so a forge is a good bet, in my opinion better than a university in 20 turns. In the next turn i vote for 5 food for 1 citizen more; cost 4 hamer and a scientist.
 
HUSch: it seems we have the same opinion. If you look my instructions for
next play session, most you said is there.

Berlin go work its 2nd wine and build granary (both changes now) to help beakers as asked for Chieftain, and to get the granary 1 turn before grow, so trigger it immediately.

Xanadu goes forge now to boost hammers because it shall need all multipliers
and not to shape the tiles for hammers; it is a commercial city, so any cottage it can afford,it's good.

Cologne: the goal of library before granary is to provide access to irrigation.

And more important of all, I must say I'm very happy with your answer, as it
disproves that citizens participation is just open to legalese.

For the extra 1 turn following ideas

Ainu
specialist to sea, growth is important

Munich
specialist to NE

Berlin
build a granary and also only this turn a scientist

Cologne
granary in 2 turns is better, E to SEE
 
@husch: Some specialists are forced (ie. from Mercantilism), did you factor that in?
 
Ainu is not NE, Xanadu it is.
The session is just for 1 turn, but some changes: granaries for Berlin and
Cologne before next grow; Munich shall finish bank (just 1 turn, so let it be
done) then shall go its way - military.
And all the four cities to grow, as caps are still far.

Xanadu: Hopefully, you'll get an academy :) Build a Forge, temple and observatory.

Munich: Focus a bit more on commerce, build some military

Berlin: I think a granary, 2 temples and the National Epic would be best.

Cologne: Finish the Granary, then an Observatory
 
Instructions for next session are prepared. Just to follow the current paths.

But I'll wait to see what military units are wanted from Munich.

Frankfurt change building to granary in 3 turns, in the 4. turn maximize food to 7 F, so we get 14 Food in the granary

Tatar in 4 turns (with culture expand) change to sheep and forrest to get 10 H

Berlin
I would change to growth in 2 turns with specialist to farm and mine to wine, but then the GP comes a turn later perhaps it's good so. After this growing is best

Munich
change the farming sqare result +1 commerce, and mine to silk (better or not?)

Cologne
No University (just beginning), change to barracks and troops
We have there no commerce and we get there only few commerce.
Change the BT from building cottage to farming. We have only 34 food there and we have 2 mines and 7 forrest for lumber. Cologne is a production city,



in the next turns we will get GA, so it will allways best to change to sqares with Commerce or hamer

I wouldn't do that, since Paris is also close to popping a GP (3 turns). However, the odds in Berlin are better. By slowing GPP in Berlin, Paris will pop first (I think).
 
Are Frankfurt and Tartar already in NE Aimag or still under Chieftain control?
Anyway:

Tartar citizen specialist must go to NW, loses 1H3Sc. to gain 1F4C; and grow
begins.
Frankfurt must change production to granary to get it 1 turn before grow
(couldn't be better) then go on with library.
Cologne is somewhat tricky, as it can be hammer or mixed city; if, the way
of production to be followed, then bulldoze the ENE cottage to farm and also
farm the NNW grass to get the mines worked; if the hibrid way then just farm
NNW and windmill the hills; and always lumbermills.
Berlin keep WF as it is until the GP comes (2T); then send the scientist to
work the wine to profit at most the GA; next pop to farmed flood; and after
observatory, university and bank.
Xanadu just keep build multipliers and two next pops to work the remaining
cottages; a remaining jungle to be cleared and cottaged.
Munich: builds as War requests;pop from ENE to NE,obvious.
Last, the silk question is strategical: a military city may never build all the
gold/science multipliers (or at very least just later). Cumae shall take better
profit from the silk,that is since several turns at its disposal.

Good point, fed. I hereby grant you the control over Frankfurt and Tartan for the remainder of this term. We still need to discuss the addition of Frankfurt and Tartan to an aimag for Term 7 though.
