I had a question asked on this, so I'll just clarify here RESEARCH SPENDING IS CUMULATIVE. That means, if you can spend your income on research the amount you invest that turn will carry over to the next turn.
Income, on the other hand, is not cumulative and your per-turn income is all you have to work with in a given turn.

Xi'an is the name of my favorite city in China. I am creating an empire revolving around that. I have no dispute against the Chinese, but at the moment my Northern most province is in Fact where Xi'an is.
I don't think my claims coflicted China, if they do I am prepared to negotiate, but as long as my capital remains in my hands, I am prepared for a fair offer.

GM Notes- You can now do diplomacy, but as the rules say, please try and keep a good amount of it in PMs/VMs. That way we won't clog up the thread with "thousand-post-a-night" syndrome that plagued the other IOT's and made them impossible to follow. Remember, quality posts over quantity. This doesn't mean you can't post diplo in the thread, just be reasonable. Also try and remember, you can only sign one agreement per turn, not per country, but as a whole. The agreements, or should I say, the "big four" are listed in the rules. You can also sign only one embargo per turn.
Also, before you ask any questions on how things work, please read through the rules. Tailless did a great job of explaining the mechanics and how the game works. So please, read through the rules again if you have, or read them all the way through if you skimmed.

@Japan: Actually, we proposed this after you came begging to reopen lines of communciation.

You insulted me without cause, yes, however you didn't point out that you called me a figurehead, you didn't apologize for embargoing me(I know not official, but I was assuming you would have as soon as you could), and the ATM thing was just not right. You ever hear of a public apology? Its supposed be big and grand and covers everything the person asks that would should.
While I really don't care right now, next time something like this comes up, with me or others, I expect that the Emperor be willing and ready to do something grand. Perhaps simple newness to the global stage?
