HarlNESIII - The Decline of France

Asia done. This European peace, someone please send a proper outline of the peace treaty as I have some notes from the UK, some from France, some from Portugal, but not one nice outline. I'll look through the thread as well.
 
UPDATE 6 – October-March 1828/29

ASIA
Emperor Daoguang the Benevolent of China, also known as the Determined, continues his massive plan of reconstruction with the creation of more roads and the founding of several villages in the more wild and rural region of his empire. As more settlements are established and roads are completed to link the provinces, trade starts to increase, although ever so slightly at first.

The opium and corruption wars also drag to an end. As corrupt officials become more or less extinct and the amounts of confiscated opium is reduced to a trickle, the emperor declares that a major victory has been achieved for China, stating that internal enemies can be just as dangerous as external though in more covert ways. To celebrate it a tax-free day is held throughout the empire.

Massive celebration is also held later on in Beijing as representatives start arriving from the southeast Asian nation to discuss the particulars of alliance, trade and tribute. The visiting dignitaries are honored with a parade and a massive banquet in their honor, bringing the states even closer together. Things do become slightly more tense though as news arrives from Siam.

The Siamese, perhaps inspired by China, perhaps just ambitious, had decided that the Dutch presence on the Malaccan peninsula would not do and had sent in forces which easily seized control of it. How the Dutch will react to this aggression remains to be seen, but with Amsterdam strangely quiet the opportunity was there to settle the old score.

Another conflict erupts as the Sikhs march on Turkmenistan, making good use of their skilled mountaineers to give them an edge in the rough terrain. The line of Turkmen fortifications along the border did the defenders little good as the Sikhs simply bypassed them, confident in their ability to cut the supplies and defend against what numbers there might be in the structures. With their defenders scattered throughout the land there was little the Turkmen could do to stop the onslaught of the Sikh armies and after just 3 months, the capital had fallen. As the shah was killed the last remnants of order in Turkmenistan shattered as the army commanders strived to carve out their own little empires and turned on each other. Most of the Turkmen lands are now in anarchy and ruled by warlords.

AFRICA
In Africa the situation is currently a nightmare for those cartographers who like to try and keep their maps current. As if the recent Omani expansions weren’t enough, they now change the map yet again as they strike a deal with the Ottoman Empire about Sudan. With the province unruly, far from Istanbul and close to the aggressive Omani armies, the sultan made a great deal by selling the province. Not only does it solve several problems, but it also gave quite a nice boost to his coffers.
Of course, for the Egyptian rebels, that is bad news as Feyadeen divisions suddenly attack them from the south in an attempt to push them into Egypt where they will be the Ottoman’s problem.
Ironically enough, the Ottomans launch an attack to push the south into Sudan where they will be the Omani’ problem. Caught between two large forces the Egyptian units simply shatter. Not many are killed, but they desert and abandon what is a lost cause.
The rapid expansion of the Omani does cause some administrative problems though.

Elsewhere both Kanem-Bornu and Massina continue their expansion.

SOUTH AMERICA
In Brazil the unthinkable happens! Despite heavy Portuguese investment to secure the loyalty of the region a rebellion breaks out. The leader is the general of the Colonial Army in the country who aspires to be more than just a general and who is inspired by the successful rebellions in the neighboring countries. Having swayed most of the officers to his side, he manages to get most of the colonial forces with him, although the regular army units remain loyal to Portugal.

The rebellion is strongest in the interior and has almost no support in the coastal regions where the ties with Portugal are the strongest. The Portuguese were not caught completely unaware though as they had received intelligence that something might be about to happen and had strengthened their position in the colony. Even so, they were shocked at the size of the rebellion and caught completely unaware that it was led by Marshal Adão Maximiliano who was considered loyal.

Originating deep in the Amazonas, the area quickly fell due to a lack of Portuguese troops there. What few officials and soldiers there were, were unharmed, but imprisoned by the rebels as they fight for freedom and don’t want to antagonize Portugal more than necessary.

Having secured a base, Marshal Adão Maximiliano announced the formation of the Brazilian Liberation Army, BLA, gathered his forces and marched on the coast, seeking to take advantage of the element of surprise. This worked quite well. Though the local troops in Macapa were on high alert and surprised at the sudden arrival of the Colonial army, they didn’t suspect that they might be the very enemy they were looking for. Again, the city fell relatively quickly and the loyal troops there were quickly disarmed and arrested. Unfortunately for the rebels some officials managed to escape on a ship and word is now out that the Colonial army is up in arms.

Compared with the events in Brazil, life in Argentina is quite dull, though the locals don’t really mind. Expansion into Patagonia continues, though Chileans are also starting to expand here. So far there haven’t been any problems over this, but that could easily change.
A special courier system is also set up to quickly bring information and mail from one part of the nation to the other.

Further north the Spanish continue in their struggles against the Colombian rebels. With forces freed from the fighting in Europe, it is time to decisively end the conflict and teach the meddling Peruvians their place.
A large Spanish fleet initiates a blockade of Peru whilst large forces make land near Lima in an attempt to knock out Peru. The attack was not unanticipated though and the Peruvians had a decent force in the area in defensive positions. Even so, Lima fell to the attackers as the Peruvians deemed it impossible to defend. Confident in their victory the Spanish pressed on, but in the passes of the Andes, they were brought to a halt by entrenched Peruvian forces and after suffering high losses in the initial assault, they retreated to Lima to await reinforcements.

Things go better in the north though. As Peruvian supplies suddenly become scarcer, the rebels struggle to hold back the Spanish and a new Spanish offensive retakes a lot of rebel territory.

NORTH AMERICA
The American expansion continues as the US government signs a deal with Spain over the province of Florida which is now part of the United States, though what they want with an alligator infested swamp is anyone’s guess.

They also take over Anticosti island, claiming it to be theirs due right. As there are no British troops there and the island is not worth a lot, it is doubtful that the Brits will object.

In an unprecedented move, the Americans then hold a vote in Quebec over the future of the region. The two options are unity with the United States or independence. Opinion in the province is hotly divided, many feeling independence would be the best. Others cite that unity with the US would increase safety and prosperity. As election results start coming in, the results are recounted thrice to make sure no mistake is made, but, eventually the province votes, with 52% for, to merge with the United States.

In a move almost as unprecedented and sure to raise more than a few eyebrows in London, the US government and the Hudson Bay Trade Company reaches an agreement in late February. Annoyed with what they consider unwarranted interference by the British government and increased worry that the British are going to send troops to their lands, they sign a controversial agreement with the United States. Fearful of the future they officially join with the United States. Leadership of the new state is a hard nut to crack, but eventually it is agree that the current president of HBC is made governor for life after which normal elections will be held.

Down south in Mexico the new constitution is announced to the people. Radical in many ways, it is nevertheless approved though time will tell if many of the articles will actually be followed. Elections are held as well and Don Miguel is re-elected.

Settlements are also established in the less populated northern provinces, mainly in California, and many people make the journey north to develop the lands. Prospectors are also dispatched to search for precious metals and other minerals, but thus far nothing has been discovered.

Not all is well though as tensions rise in Texas. A growing number of Americans are settling there and whilst the Mexicans still outnumber them, it could lead to conflict in the future. The fact that Mexican bandidos often rob and even kill American settlers, only add to the tension as trigger happy Americans shoot back killing several locals.

EUROPE
Peace finally descents on the old world. Well, more or less. In Scandinavia Denmark and Sweden sign peace as the war bogs down in a stalemate that neither can win. Some provinces change hands and Denmark has finally re-affirmed their position as the dominant power in the region.

The Great War between France and her enemies also come to a close. Whilst losing all of her colonies, Corsica is returned to France, the enemy forces withdraw and reparations are paid though Catalonia is ceded to Spain. As peace returns to Europe and trade starts to recover, the economy is also recovering rapidly.

In Spain Barcelona is quickly rebuilt and with Marseilles still in rubble trade soon starts to flow there again. In the population there is a massive feeling of pride of having stood up to France and the war is considered a victory. Some feel sorry for the deposed King Joseph, but are also happy to have a pure-blooded Spaniard back on the throne.

Even so, life is not that harsh for old Joseph as he is given a nice place to live for the rest of his days. The new king soon acquires a new nick name as his obsession with getting a male heir reportedly causes several of the female servants at court, though not his wife, to find themselves in a situation where there’ll soon be another mouth to feed. King Ferdinand VII the Stallion has returned.

In England the victory is celebrated by the launching of several expeditions aimed at increased the territorial holdings. This goes quite well in Terra Australis and also reasonably well in Africa. In Africa the colonies lose their new-found greater independence as there seemed to have been a communication brist in the Foreign Department.

Noting the sad state of Marseille and the fact that trade now goes to Barcelona due to the fact that it was in a better condition, a flurry of activity starts in Marseille to restore it. Winter disrupts work somewhat, but as spring comes large parts of the city is rebuilt and, in the words of many, it is the best-planned and most beautiful city in all of Europe.

The French army once again gears down and focuses on escorting the foreign troops out of the nation. Peace, it seems, is returning to western Europe.

In Portugal it is a time of both celebration and mourning. The win over France is a cause for great joy, but the passing away of the beloved king, John VI, is met with grief and disbelief by many citizens despite his advanced years. The throne is taken by his son, Pedro IV, who will have his hands full from the start with the Brazilian rebellion.

Another cause for celebration is a massive royal wedding between Portugal and France to secure the peace and prosperity between the two nations.

Else, the Portuguese focus on their trade as always, getting the Indian trade made more efficient with the dispatch of trained and intelligent administrators.

Not all is peaceful though as Naples, now the Kingdom of Italy, and Austria fail to agree on peace. Moving quickly after the breakdown in negotiations and seeking to end the conflict before winter sets in and makes warfare impossible, the Italian forces move on Trieste to take the city by force if the Austrians don’t want to give it peacefully. Likened to a walnut, the Italians apply pressure from several sides to crack it, using heavy artillery both from land and sea to reduce it to rubble. This goes quite well as trouble with communications from Vienna demoralizes the troops although several divisions do arrive as reinforcements in the nick of time. A large battle erupts between the defenders, the besiegers and the relief army. As the dust settles, the Austrians are beaten back though and the garrison of Trieste forced to surrender.
Pleased with their gains the Italians settle in for a long winter and awaits the diplomats.

Further north the negotiations between Austria and Prussia breaks down completely, but neither side makes any moves on the other as they await orders from their respective leaders. Due to the complicated situation in the area, neither army received any.

On the domestic front talks with Tuscany proceed quite well. Worried about the developments around him, King Christiano agrees to join with the nation of Italy on the condition that no Tuscan forces are used against Austria and that he and his descendants can continue to rule Tuscany as Archdukes.

The Bavarians take advantage of the situation though as they push into the Palatinate and Bohmia in an attempt to apply pressure on the Prussians, making large gains.

Finally, we come to the Ottoman Empire where nothing really happens apart from the war in Egypt. Sure, they continue their modernization in the empire itself and send lots of books and papers out to western nations describing how progressive they are, but, apart from that, life really is quiet 

I’m getting lost in the tangled web of treaties and alliances. Please include in your next orders what agreements you have.

I’ll be busy next weekend, so next deadline will be Thursday, April 5th, at 5pm GMT. I assume one more IT to end the last conflicts and then a BT? Or no? Thoughts?

If we can present a vocal, united front to Spain, to express our continent's unanimous support for the independence of Peru, a peaceful solution to this crisis seems almost impossible to avoid. While powerful, Madrid knows they cannot fight an entire continent. We should make a stand now, because if we do not, any of our capitals may be the next target of such imperialist aggression!

While it is true that Peruvian forces entered a part of Gran Colombia, we feel it likely they were creating a buffer between their territory and the chaos and lawlessness that was going on in that area at the time. It's worth noting that they haven't attempted to make the territory their own, nor have they advanced beyond the region immediately near their own border. It seems unlikely to us that they would risk a war with a great empire just to gain a few square miles of jungle.
