Yes they can be put to Good or Bad Use depending on who uses them and for what Reasons
...I needed them for EFZI2 Complete and there are other people who have Games that could use them for a Wonder and or Improvement if they "Fit" their game.

Examples for use:
I use the "Security System" as a "Wonder" (Key Location) that indicates that it provides Help from Detectives as well as Places "Security Cameras" in all Buildings. Each "Security Camera" Makes 1 Citizen Content. "Security Cameras" can be built alone in a Building as an Improvement for a Good Price when one has a "Nerd" to Help install it The "Security System" Requires the "Detective's Office" Wonder (Key Location) and is also set to Reduce Corruption in all Buildings Owned. Both the Wonder and Improvement require "Keep the Lights On" Tech.... need electricity for the Cameras and for the Detectives to be able to Monitor the Buildings.
