Effective immediately, there are a few changes.
All players may conduct a maximum of three attacks per turn against any opponent, including the same one. You cannot stack against a single province, and they must be on the nation's perimeter if fighting continental opponents.
Nations at war can no longer submit territorial claims until peace is established with all belligerents, including NPCs. This extends to players in a state of war who are not conducting offensive operations.
Territory captured during war cannot be gifted to other players until peace is declared between the belligerents. The only exception to this is a condominium scenario, detailed below.
As can be seen on the map, when two players win attacks on the same territory, it defaults to a condominium between the two, similar to disputed claims. There is no penalty for leaving it this way, but the territory will not assist with landgrabs, and if it is lost in defence for one side, it's lost for both.
The China 3, Beijing, Tianjin and Hebei, are wearying from this war and are on the verge of total societal collapse. This can take one of two forms: locking them to a single side for the remainder of the war, or total implosion, rendering them literal wastelands. BUT, you won't know which or when until after the battle. So think long and hard about how far you're willing to go.
In addition to the endgame score, negative reputation derived from the use of nuclear weapons also foments domestic instability. This can trigger full-fledged rebellions and political fragmentation. In other words: civil war. In these cases I retain control of the breakaway factions.
