"Concerned" would be a gross understatement for the attitude of Ukrainian ecologists and environmental scientists in the face of this nuclear war. "Organized panic" would probably be a better descriptor. While the Hetmanate is keeping its head low on the political front, it is anxious, and troubled, that nobody appears to have any consideration for the long-term consequences of sustained atomic warfare. As such, the Hetmanate has taken upon itself the responsibility of forming and maintaining the Nuclear Liability Legacy Programme, or NLLP, to map and study the environmental and climatological fallout from this world war. On behalf of the United Nations, the NLLP seeks to establish research posts at locations around the world to analyze the air, ground and water over a long-term basis and predict global climatic and ecological shifts. Proposed sites are marked below.

See, when nukes are tethered to consequence and some sort of orderly method, it's almost feasible. :)

I'd also like to remind players at war that they are unable to claim territory.
