Even then. The happy cap is an important mechanic to limit growth in the early game, and happiness from normal artists would give you the opportunity to outgrow it as long as you have artist slots (and produce gold with them).
If you're Culture mongering (as Japan/Khmer/Mughals/Iran) you already get more than enough Happiness from the Culture Slider. At 80% Culture slider I usually have a ~75% Approval Rate as Japan, so +Happiness with Artists would be redundant actually.Perhaps a wonder of some sort could provide the +Happiness for Artists. The Louvre? Wat Phra Keow? Ruwanwelisaya? Those last two are Buddhist wonders since Japan and the Khmer could really use the help.

On the other hand, I think a Culture => Trade bonus should be universal, instead of restricted to a particular civ (Italians).
One reason I think this should be universal is that Cultural UHVs, particularly the Japanese one, do not provide any tangible benefits after they are achieved, despite being colossal efforts in their achieving. In reality the Japanese people are very proud of and inspired by their cultural legacy.
I reiterate my original plan for Cultural benefits, in lieu with a possible new Italian UP.

Cities enjoy Cultural benefits of 2 extra levels till the end of Renaissance Era.
So a Refined Italian city during Renaissance Era would enjoy Legendary benefits. The Trade Routes and Free Specialists would represent Italian maritime republics and renaissance GPs, respectively. But it's not for free - you have to work your Culture up to Refined. Hopefully this means Italy will be prompted to run Artists with Art Studio.

I'd rather have the Triumphal Arc not count. It doesn't make sense for it to be a national wonder anyway, since you can't voluntarily build it anyway.Leoreth, I think you need to bump up the amount of national wonders you can cram in one city, since Trading Company expires and the Triumphal Arch counts this screws it up for capitals.
