Ok... so, I've gone back in and other civs are starting to settle other areas. I've seen one other city on the "Americas" from Assyria. Other Civs have. Started to settle on other remote areas fronm their Homeland. One thing, I put Indonesia on a cluster of large islands (to go along with their UA) and they have only settled two other cities.
Anyway, as to the difficulty, I must have not increased it in world builder, so no matter what I choose in setup, it is defaulting to chieftain. A bit of an annoyance with WB.
