Could someone either type out all of the instructions as to how you can make a custom, or put a link to a page with this info. Thnx (I used to have a page bookmarked on this site, but I can't remember what it is; pls help

*Also, With my best efforts, I've been able to reach 2 billion people on won planet. I chose the "huge" option for the planet, and I've tried all of my ideas, yet it won't increase any further, could someone link me a mod or some other way of getting more ppl)
