In the spirit of the City State Diplomacy Mod, I'd like to have diplomacy modified such that the only way to initiate diplomacy is through diplomatic units. Now, because this would increase the usage of diplomatic units by a rather considerable amount, they would have to be cheaper to produce, have more move points, and have a greater limit as to how many you can own at once.

Here's how it works. Diplomatic units can freely enter rival borders without diplomatic penalty, but can only go one tile in - for the most part, you can't use them as makeshift spies. Once you're within rival borders, select the Conduct Diplomacy action. The diplomacy screen for that rival will open.

Each diplomatic unit has a set number of Diplomacy Points, not unlike the Missionaries and their limited uses. The difference, however, is that Diplomacy Points are spent as you do things in the diplomacy menu. Offering a trade, making a demand, etc., all cost DP, and once they're all spent, diplomacy with that rival is concluded. The diplomatic unit is disbanded once it runs out of DP. You can use diplomatic units to visit multiple nations, so long as you have DP left over between visits.

Now, here's something that makes demands for tribute more fun and effective on the AI. When a diplomatic unit enters rival territory, the RIVAL can see all tiles within three tiles of the unit, and all your military units waiting in them. If no or few military units are within range of the diplomatic unit, the rival will assume you come in peace, and be at ease. However, if you accompany your diplomatic unit with a great deal of military units, the ones he can see will be flagged by the AI as a potential invasion force. He will take that force into account when you make a demand of him. This is useful for when your military strengths are roughly equal, and the AI is prone to assuming that you're bluffing.

Now, when a rival initiates diplomacy, you have a few extra options. You can choose to be receptive to whatever deals the rival wants to make with you, and accept, counteroffer, or refuse as usual. Alternatively, you can choose to rebuff the diplomatic unit, which kicks them out of your borders and prevents them from re-entering for 5 turns. In this way, you can indicate to the rival that they are wearing out their welcome, which can put meek AIs in their place, or provoke warmongering AIs into showing their true colors.

If rebuffing rival diplomatic units is not enough, you can choose to eliminate the unit. This option is only available if the rival has demanded tribute from you with military reinforcement. Choosing it triggers war with the rival empire, but spares you the "warmongering menace" penalty you suffer with other AIs. This appears on the right-hand message list as (for example) "Genghis Khan's threat sparks war with Wu Zetian!" Rollover text: "A diplomatic incident committed by Genghis Khan against the Chinese empire has escalated into war!")

Of course, AI rivals can do these things as well.

That's what I've come up with so far. Thoughts?
