-We control the Indus valley. The benefits of this should be self-evident, so we can use this to our advantage by encouraging population growth, and excess population can be shipped off to the new lands in the east.

-The ultimate goal is that, with our large capacity for population growth and therefore a large land force, Pakistan can, in time, evolve into a formidable land power.

-But not just yet: it's important for our nation that we first economically develop, such that we can use economic might to develop dominance in our region.

Settlement and Expansion
-Focus the bulk expansion eastwards, into the fertile soils of Ganga river valley. We already control the Indus. So, we're going to begin colonizing the region. Establish a program where we help companies in our territory (or the companies controlling the government) to fund expansion and create colonies under the Pakistani flag, and they can reap any of the benefits from this colonization. The ideal is that this should encourage rapid expansion. The locals will be mostly Hindu, and may not appreciate rule by a majority Islamic country, so be cautious, but don't hesitate to use force.
-Also, make some tentative efforts to begin establishing coastal enclaves along the Indian subcontinent's west coast, particularly in Gujarat for now (like in Daman and Diu and places like that), but if possible (and this would be smiled upon) southwards into Maharashtra as well. Each should be well-protected by the military. The ideal here is that we should establish control over the coast first before we grab the interior.
-In fact, for the Gujurat mainland, we can just send in the army and take the place wholesale, the parts that are desert at least. Do so, but don't overprovoke the locals.
-One other minor thing, send some boats to secure as many of the Indian Ocean islands (within reasonable distance of course) that we can.
