Game simply doesn't launch

I hit play in steam, the DirectX picker window comes up, and no matter which option I pick, the game simply doesn't launch. It doesn't launch and crash, just absolutely nothing happens.

It seems this was an issue about a year ago but nobody is talking about it anymore.

I've tried everything I can think of, verifying game cache, reinstalling the game, uninstalling my display adapters, adding -windowed and -dx11 to the launch options in steam.

I've even tried what was done in this video, but when I launch Civ from the .exe, I don't even get an error popup. Just nothing.

Any help? Please!
