Nat'l park is pretty craptastic. Certainly planning for it while you are building chariots seems pointless. Those hammers could be put to much greater use in just about anything.
Nat'l park is post biology, and biology gives 4 food grasslands. 4 Food grasslands is just as useful for GP's as Nat'l park forest grass (nearly, anyway), but you didn't have to save any forests....

. Chop chop chop everything into something that can kill stuff. Once HR comes around whip whip whip and it will be it's own Globe theater.

National Park is pretty awesome for Tundra and Jungle cities in the new world, but the city shown is nothing special but a 4 Food AI-capital. I don't know how many times I conquered one of them.
NE and Globe are both good choices for such sites.

I'd say it's more of a either/or decision (regarding globe vs. ne).
glib in your desired gp farm would be optimal, yes. however, it's lacking in production. so, if you could pull it off with just the chops + the production you have there depends on how you're faring in techs or if you have marble or could acquire it.

NE + NP is a great combo. I've used that combo before so many times.
