Let's just say that a certain segment of the population has less voting rights (and/or more restrictions to how they can achieve voting rights) compared to my home country...
I'm all but positive that there's nothing in the game files that link civs to a certain ideology. But obviously, the general AI and flavor properties of each civ will make them likely to look in a specific direction - for instance, America has strong affinity for going wide and being aggressive which means that his goals at the time of choosing ideology is most likely to align with Order or Autocracy and unlikely to favor Freedom (ironically).
