Try the prehistoric mod... its sort of like a pangea but without all the technology.

Another nice simple one is Mercenary Army Expanded. It allows you to purchase units like the foreign legion with gold when you get the Mercenary Army policy and appropriate tech. It keeps it relevant for a lot longer.
