Pantheon tile glitch?

I've noticed that for several games, when I choose the sacred path pantheon and have multiple cities with jungle tiles acquiring culture, that sometimes the tiles will just randomly stop yielding culture without jungle removal. Has anyone seen this/know how to fix it?
