I played a couple of large maps with low sea level...

On both occasions an AI spawned next to me where they could only expand towards me, they were stuck in a corner of the map.

Has anybody else experienced this?

Yes, even when you want to have lots of space there is always an AI in your face.
Best off just nobble them early and take the space.

Or lower the number of Civs and keep the map size the same.

That has happened to me before and like you said, there's a lot more space out there after you conquer the neighbor ai. 1 or 2 civilizations easily start next to you.
