Is there a way to take one out, without having the entrie world throw a hissy fit and dowing you? Just to clarify this is taking a city state out by conquest, and not marrying it off as Austria.

You'll get the negative modifiers for a DoW and for civ extinction, which is likely to put you over the amount for Dows.

I've found if you do it early on, before meeting a lot of the world - and you don't mind having a nasty early relationship with your nearest neighbors - that taking out a CityState doesn't have too bad of an effect.
