Reviving an eliminated civilization

When I first started playing Civ 5, I occasionally played "nice" and liberated a city of an AI that had been wiped out by another AI. The AI player is then restored. And when the UN convenes, the revived AI *always* votes with you, becoming essentially your lackey. They will even vote for you as World Leader.
 
When going for Deity Domination having a vassal like this can be a huge help. You can gift them non-air-base/non-capitol cities as you conquer them, removing the happiness drain (Deity AI has lots of huge crappy cities which take way too long to raze). You always have open borders with them so it works great. They will also buy resources at full rate from you when everyone else hates you.
