I'd rather not be force into City State Alliances

With all the missions G&K added, I'd really like the option to decline an alliance with a City State.

I almost feel it's to the point of being a bug, but it's pretty clear that the developers intended it this way, and not a bug.

For example: If Siam is allied with La Venta, and then La Venta puts out a quest for religion. I generate the most religion and become La Venta's new ally. Now Siam hates me.

I want the option to decline a City State alliance. In the example above what I think should happen is that I still win the quest, but my influence with them gets capped at 59. So completing the quest still has the benefit of stopping another Civ from completing it; not completely useless.

Just don't do the quest.

Or demand tribute and get them to hate you.
