What determines whether scouts get altitude training or not?

It seems like some of my scouts will just randomly get the altitude training promotion at times and I'm not sure what the criteria is for a scout to get it. I'd love to know what I have to do to get it because it's a hell of a promotion.

That's a promo you get by getting next to Mount Kilimanjaro. Any unit can get it.

I just got it on my new Dutch map. I think I'll write a book titled, "Road to Kilimanjaro". Cuz guess why....
