Mystery Scout

I'm on turn 59 of a game as Kongo, and I just noticed that a Scout (of mine) has suddenly appeared in one of my city centers. I never build Scouts, and I know I didn't accidentally build this one, because that city is still in the middle of its build cycle. Any idea what would cause this to happen? Is this a known bug?
