Ideas for Great General - Citadel Modding

I have following ideas for citadels :

- Set attribute NoTwoAdjacent to true
This should prevent having two citadels next to each other in the game. It should block citadels from taking over other citadels with the culture bomb. By securing your borders with a line of citadels the enemy cannot steal your inner lands.

- Add a build-time similar to building a Fort (including extra-costs for forest, marsh, ...)
This would force the GG to spend many turns in enemy territory and would allow a counter attack before the Citadel is finished.

- Remove the kill-switch from GG
If it takes many turns to build a citadel, it is not necessary to kill the GG at completion. Instead the GG would offer a new way of border expansion especially into unclaimed area, similar to French expansion in Northern America (New France).

- Add a GoldMaintenance, e.g. 5 GpT
This shall prevent players building to many citadels at the same time in the game.

- Stealing land from CS / other players should have massive diplomatic issues like DoW or Betrayal.
