Unique Unit: Zealots - Price left to the mod. These are men loyal only to the Order and the Archimandrite. Equipped with vehicles - motorcycles, trucks, aircraft of various sizes - and little else, the Zealots' two strengths are their mobility and their ability to use captured equipment. They also carry well-equipped medical kits. Hardly the men to assault a fortress or an enemy line, but if anything else needs doing, particularly in a remote location, short timespan, or with crazy-low odds of success, these are the men for the job. Specialized units exist for emergency medical assistance, covert operations, intelligence-gathering, defending fortifications, and various other tasks. Additional Unique Units will use this as a base from which to build - well, for lack of a better term, prestige classes that are in fact the best in the world at one specific task, rather than merely above average at all of the above.
Background: The monastery at Minsk has stood for over a thousand years, a bastion of stability and hope against calamity. The Republic grew up around it after one such calamity, officially secular and independent, though the Archimandrite holds considerable sway.
Additional Background Detail: Difficult to say without more background - I'd been assuming that all order more or less collapsed during the Russian Revolution. Regardless, some militarily-induced disorder that totally destroyed authority. The monks tended their land, and gave shelter where they could. Eventually the refugees began to rebuild their society, partly to avoid burdening the monks and partly out of a desire for independence from them. The Archimandrite fostered this new state, and build new monasteries in outlying lands, bringing more people into the Minsk Republic. There is a dual power structure, between the more numerous and better-armed democratic civilian government currently headed by President Grigori Ugolnikov, and the more prestigious and better organized order of monks under the Archimandrite Ilia Yemelyanov.
Neighbour Suggestions: At least two military dictatorships successor to Russia, Ukraine, Belarus, Poland, or even one of the Baltic states. A few kingdoms (if the PoD is such that kings are still in fashion) or dynastic "republics".
