Acceptable. The one thing is I would like GAPA's be 1 ASP for 8 simply because taking out the costs (all your ASPT) and main disadvantages (weakened economy) is slightly too strong. Another is that I would like you to specify or explain PEOPLE'S TECHNOLOGY a bit. You have plenty of time to do that.

Looks good. I would think that instead of Multipurpose Carrier, you might use Strike Carrier, or search for an Indian/Tamil name. Also, I'm not sure if they are meant to be independent (in which case they are Ships), have a handful of escorts or are cheep and independnet (in which case they are in Carrier Groups) or if they are an alternate fleet organization method (in which case they are squadrons.) Also, Economy is a bit too vague as a tech. If you meant economic investment directly, just add ASPT.

Guys. Specificity =/= better in terms of tech. But there are things as being wayyyy too general. Spending money in Banking Systems or Taxation Systems or Corporation Insurance or even Apple Computer Techs are file. Spending money in just Economy isn't. Samely, spending money in Tanks, Carriers, or even just Composite Armor is fine. Spending money on Infantry is possibly ok. But just "Army" or "Military" techs isn't. Specify slighty more so I know what actual advantages/disadvantages your society has developed.

I've allowed basic "cybernetics" (metaphysical implants?) if he did a minor nation and spent basically all his money on techs.

EDIT: To specify, and others have talked to me about this, he has given me a basic concept I've given a go ahead to. Now he has to do the write up. Trust me on this, calling what's gonna happen "cybernetics" is like calling the Hwacha "missiles". Yeah, it's technically true. No, it's not what you're expecting.

@Terrance: With overseas transport, do land units require a fleet to transport them? Or are we Civ 5ing this up (units are assumed to have defenseless transports that "magically" appear/disappear when needed)?

The Union is capitalist, though probably has aspects of social democracy.

The Minsk Republic espouses no communism, or even socialism. The deserving poor are aided through voluntary charity.

The Great Rhenish Confederation isn't really anything. The Ratsversammlungen can choose their own internal policies.
