Hello
I would like to play a 43 civ scenario with 20 specific city states. I eliminated all the unwanted city states by deleting the start positions and then choosing 'only TSL' in the Ynaemp menu. Unfortunately, I noticed that fewer than twenty city states spawn, always between 5 and 10. But I would like to have all of them in my game for immersion reasons.
Why doesn't it spawn all of them? Can I force the game to spawn all, Is it possible?
By the way, I'm playing with the historical spawn dates mod too, but I think it doesn't have an impact on city state selection of the ynaemp mod or the main game.
