Steam BTS MP modded - OOS immediately

My buddy and I both got Civ 4 Complete a while ago on Steam and recently decided to play some multiplayer. We started up an unmodded game and it worked fine. The next time around we decided to start a new game with BAT mod. OOS on turn one. This is on a fresh install. We both cleared cache, turned off random events and tried again with the same result. I then discovered that K-Mod seems to be the successor to BAT mod and we tried with that. Same result, despite the fact that K-Mod claims to have eliminated OOS issues. Has anyone run into this issue - specifically, running BTS on Steam in multiplayer with a mod and getting out of sync errors the moment the game begins? Anyone got a solution?
