A little question about generic diplomacy responses

Would generic diplomacy responses only be used when there is no leader diplomacy response for a certain situation?

For example, would Leader A say "Let us begin." if he wasn't instead programmed to say "Need something?"

I've just started the diplomacy responses part of my new Civ in earnest, and I can reasonable confidently say that those generic responses will always be there, regardless of whether or not you have specified responses for them.

It seems like the game adds all the generic responses to whatever you've set (or not set) for each leader, to form its "pool" of available responses to pick from.
