I've been tinkering with the values in the handicapInfo.xml file, but I can't put my hand on what the major problem is.

The free units will eventually catch your economy.
The unit cost isn't that big of a deal IMO.
Research % is troubling to me.
All of the city penalties kill me!
Civics and inflation are minor, maybe.
The health bonus isn't too big of a deal with all of the resources, but happiness is HUGE!
No trade tech starts becoming annoying when you get way behind.
I think I'm going to tinker again will these and try to find the balance between getting slaughtered and winning too easily. At least for this mod.
