I don't think it's possible without fiddling with all the Python UI files. I tend to have the same problem, so I play on a smaller resolution that my normal desktop size.
You can edit the file Civ4Theme_Common.thm in Sid Meier's Civilization 4\Beyond the Sword\Resources\Themes\Civ4. I think this will change the font size for any mod that doesn't use its own theme. If you make the fonts too big, then some text might get cut off in certain places.
