(NAB) not all contacts available

Here's another one:
In a scenario with 26 CIVs, a CIV which starts with embassies does NOT habe contact with all other civs on the map....

No, according to the documentation he should only have contact with the other teams that have embassies.

ok, yes, I checked it again.... what happened where the typical "contact trades" of the AI, making is harder to see what happened..
thx for the explanation.... but this means there is something really missing!!!!!! Please, an option to set if a CIV has contact with another, or better, a screen to set all the DIplomatic options between all civs..

PS: I'll ask for this thread to be moved, since it is not a bug
