In Civilopedia it's said that Great Artist can construct special landmarks improvements, but all I have in his action box is to move him or start golden age. There is nothing about any landmarks. So should I keep him in the city to be able to build those landmarks or how does it works?

Landmarks can only be created on a tile inside your culture borders, not in the city center. Move him outside the city center and see what options are presented. In vanilla and G&K, he should be able to create a landmark.
(In BNW, the only GA options are to create a Great Work of Art or start a Golden Age, with no landmark option, but presume you are not asking about BNW.)
