i want to play multiplayer with 31 civs is it possible iam want to use hot seat

Not 31 human civs. Maximum number of human civs is 8, but you can have that plus 23 AI civs.

how when i go into hot seat game there's only 8 slots

i cant get anymore than 8 either!
ok i dont want 31 civs but 15 -20 at least! please let me know if anyone solves this
