When I choose domination victory do I have to conquer city states also to win???I always played without city states so I wonder do I have to conquer them also in order to win because I want to play with city states now???

You need to take civ capitals only

No all that is needed is
on BNW: Owning all capitals of Civs at the SAME time.
G&K/Vanilla: Be the only civ with their original capital.

No, you only need to take all the capitals from all civilizations in the map.
