Is it possible for Venice to grow beyond 1 city? If so, how?

Use the great merchant and puppet a city state. Or by warmongering to puppet them

although I am curious if you kill a barb with someone's settler what happens to it.

If you are gifted a city as a peace settlement, it can be annexed.

Do you suppose that is a bug since they aren't suppose to be able to acquire additional or annex a city?

Possibly, but if I am that far down the road to victory, I usually just wipe them out.

The only reason i know this happens is I lost a city, 5 turns later they ask for peace and offered it back.
