I think a step have been made in Civ4 towards factions within a same civilization: muiltiple leader heads.
But I don't think this is the final step. I think there is much better to do with it.
Who ever read The Prince from Nicolas Machiavel? this is a really interesting book for Civ materials... that's even the badest great thing i ever read about it! If you ask me, this guy wrote this book for Civ fans/developpers, years before the invention of the computer.
Machiavel explains how to invade a country using factions as introducing. You have to be introduced by one of those factions to invade a country, for several reasons. After that, you have to keep every faction at the lower level of power as possible.
I think that should be a very interesting point in Civ. Additionally, it would emphasize the internal management of our civ with intelligence.
