Gifting Air Units - How?

Hello Civ Folks,

I want to gift my sister bombers, how can I do this?

The only way I can think of is to place bombers in a city, then gift her that city, but, I am not sure that even that will work.

Please inform if you know how to do this.

Even if I gift her the town that has the Bombers?

I could have sworn we could do this in Civ IV.

When you gift a city it acts like if they took it from you so all units(except workers I believe) are lost/destroyed. I was playing a game with my brother and tried gifting some bombers to him by gifting him a carrier with 3 bombers stationed in it and he only got the carrier and I lost my bombers.
