Where they are is a function of the install. If you install and play without adm they will go to a user folder. If you install and play as adm (Win7/8) they will go to the Program file folders. That is, if you do not create your own folder names and locations.
I had forgotten about it until reading this post. It reads the actual installed location and gives you links to look there. Unlike in 2013 I now have Win8.1 and am running Civ3 from Steam. The utility still works.
The second post in the linked thread has screenshots of how save files weren't going to the expected place, and this utility gives you two locations to look based on your actual machine.
