Why No Foreign Intervention Forces?

How come there is no Foreign Intervention forces in this new version of the game?

In terms of balance I don't see any major problems with having this included during independence.

In the original game that was the only way you could get a man-o-war as well.

That's true, now liberty bells have little value. I used to depend solely on intervention. Now, I get creamed every time.

Just stop trying to defend your coastal cities and mass in the woods. When the king's forces are out in the woods they get no defensive bonus so you can slaughter them pretty easily.

They do have value. They increase revolution %, which in turn increases combat stats of your forces.
